We reviewed the photo collage options available at four of the top photo gift merchants. Let’s take a look at what’s available:

Our second choice is Snapfish because the price is so good. You can add titles, but you have no control over how your photos are arranged. Snapfish does all that for you.
Largest size is 20"x30"
4 to 100 photos
Layouts adjust to accommodate the number of photos you’ve chosen to include
Photos in collage vary in size
No drag and drop positioning of photos. Snapfish does all the arranging for you. Changing the number of photos, the orientation (landscape or portrait) will change the layout.
To change the order of photos in the collage, you have to rearrange the order of photos in the album.
Optional top or bottom titles and variety of font styles
Can adjust the space between photos
14 solid background colors
Cannot rotate pictures in collage mode. Make sure all photos in album are oriented the way you want them in the album first.
$19.99 for 20"x 30"

We liked Photoworks but thought the layouts and sizes were too limited. You're also limited to black background only. However, you can drag and drop photos, unlike Snapfish and Kodak Gallery.
Largest size is 16"x20"
Three layouts portrait or landscape
5 to 12 photos
Different size photos in the layout
Optional top or bottom titles
Drag and drop photos into the layout
Black color background only
$17.95 for 16"x20"
We liked Kodak Gallery collages least because their design options and flexibility were too limited.
Largest size is 20"x30"
4 to 100 photos
Layouts adjust to accommodate the number of photos you’ve chosen to include. Photos will repeat to fill space if necessary (kind of annoying)
All photos in collage are the same size
No drag and drop positioning of photos. Kodak Gallery does all that for you. To change the order of photos in the collage, you have to rearrange the order of photos in the album.
Printed on Kodak photographic paper with matte finish
Pictures are displayed in landscape orientation so if you have portrait photos, make sure they are rotated in the album first. You cannot rotate photos in the collage.
Cannot add titles.
Can adjust the space between photos.
White, black or grey backgrounds
Pictures can be positioned perfectly or jumbled
